About Amnesty International Nepal

Nutan Thapaliya, lawyer by profession, established Amnesty International (AI) in Nepal in 1969. AI Nepal was recognized as "AI Nepal Section" by the International Executive Committee (IEC) of the AI in 1971. The first President of the organization was late Hrishikesh Shah. Due to the unfavorable situation to undertake its functions, AI Nepal was dissolved in 1982. Later, some of the AI's local Groups established and continued different activities of AI in Nepal.

After restoration of multiparty democracy in 1990, Krishna Pahadi and other activists took initiation to establish AI's structure in Nepal again. Finally, the IEC decided to recognize AI Nepal as AI's Section in 1993. There after, the organization has been functioning and contributing in the human rights movement significantly.

VISION

AI Nepal's vision is of a world in which every person enjoys all of the human rights enshrined in the Universal Declaration of Human Rights and other international human rights standards.

MISSION

In pursuit of this vision, AI Nepal's mission is to undertake research and action focused on preventing and ending grave abuses of these rights.

CORE VALUES

AI Nepal forms a global community of human rights defenders with the principles of international solidarity, effective action for the individual victim, global coverage, the universality and indivisibility of human rights, impartiality and independence, and democracy and mutual respect.

METHODS

AI Nepal addresses governments, intergovernmental organizations, armed political groups, companies and other non-state actors.

AI Nepal undertakes campaigns based on the findings of the systematic and impartial researches of Amnesty International on the facts of individual cases and patterns of human rights abuses. Members, supporters and staff of AI Nepal mobilize public pressure on governments and others to stop the abuses.

In addition to its work on specific abuses of human rights, AI Nepal urges all governments to observe the rule of law, and to ratify and implement human rights standards; it carries out a range of human rights educational activities; and it encourages intergovernmental organizations, individuals, and all organs of society to support and respect human rights.

TYPES OF ACTIVITIES 

The main activities of AI Nepal among others are human rights campaign including (oppositional) work against human rights violations and abuses as well as Human Rights Education or Awareness (promotional work). Besides, it publishes different material and publications.

FINANCIAL SOURCES

No funds are sought or accepted from governments for AI Nepal’s work to campaign against human rights violations. The organization collects funds organizing different fund raising activities. It is also financed by subscriptions and donations from its membership. Additionally, AI Nepal has been receiving some financial support from international movement of the AI to cover its program and office expenses.

ORGANIZATIONAL STRUCTURE

Annual General Meeting (AGM)

Annual General Meeting is the highest policy making body of AI Nepal which takes place every year. All AI Groups in Nepal participate in policy-making by sending representative/s to the AGM at central level. The AGM discuss about AI Nepal's policy, strategy, operational plan, budget, activity report and audited financial report. Similarly, the AGM adopts the by-laws and statutes of the organization. Hence, every policy either internal or external is finalized by the AGM. The AGM is conducted by the open democratic process. In every two year the AGM elects National Executive Committee (NEC).

National Executive Committee (NEC)

The NEC prepares policy to ensure implementation of decision of the International Council Meeting (ICM), to follow the directions of the IEC and to implement decisions of the AGM. Additionally, it reviews and evaluates activities of AI Nepal and AI Groups. The National Executive Committee made up of Chairperson, Vice-chairperson, General Secretary, Deputy General Secretary, Treasurer and 4 Members and 2 women members is elected by the AGM in every two year.

Appeal Committee

As a part of the international movement, different Groups and members are affiliated to AI Nepal. But there are times when AI Nepal has to ensure its Groups and members have not violated the mandate of the organization. It is important that the entire movement has in no way adversely affected its policy of impartiality and independence. If any Group violates the provisions in the statute or the bylaws, those Groups are derecognized or the membership is terminated by the decision of the NEC following a due process mentioned in the statue. But such Group or member rights to appeal against the NEC's decision if they wish. And for that purpose Appeal Committee has formed which even enjoys the right to alter the NEC's decision in such cases if it finds that decisions were not made on the fair ground. The decision of the Appeal Committee will be the final. Hence, the Appeal Committee considers appeals against the decision of the NEC on Membership and Group status. The Committee made up of Coordinator and 2 Members is elected by the AGM in every two year.

National Secretariat (NS)

The National Secretariat has remained as an implementation body of AI Nepal. The Secretariat, consisting different department, implements the decision of the AGM and the NEC. Similarly, it is responsible to carry out activities as suggested by the different structures of the AI including International Secretariat. Additionally, it coordinates with the International Secretariat, Regional Offices and different Section and Structure of the AI around the globe. The NEC in consultation with the International Secretariat of the AI appoints a Director of AI Nepal who takes charge as the head of the National Secretariat.

AI Groups

The local structures affiliated at AI Nepal and registered at the International Secretariat are called "Groups" and local structures newly formed by AI Nepal and yet to get Group status from the International Secretariat are called "Group-in-formations". 

A number of Groups and Groups-in-formations from different part of the country are affiliated to AI Nepal. They contribute voluntarily in the AI movement at local level. Each Group elects an executive committee in the Group level by applying democratic process as mentioned in the Group by-laws. Every Group sends delegate/s in the National AGM of the AI Nepal Section. The Groups undertake their work following the suggestions of the NEC. Taking part in the worldwide campaign, undertake different activities on Human Rights Education, increasing AI membership, raising fund and publicizing AI works are some of the major work of the AI Nepal Groups and Group-in-formation.

Members

Any citizen who is above 16 years and committed to contribute to the advancement of mission of AI as well as willing to acts in accordance with the core values and policies of the organization may become member of AI Nepal on payment to the National Secretariat of fee determined by the NEC.

AI Nepal issues its membership without any discrimination on grounds of beliefs, religion, colour, sex, origin, language and other belief. Those interested individual may submit the membership form to AI group or National Secretariat. The National Secretariat issues the membership either the application came directly to the Secretariat office or through groups. Members who got the membership through groups may take part in the decision making process of the organization through Annual General Meeting (AGM).

AI Nepal issues 3 types of membership viz Group Membership, Individual Membership and Youth Network Membership.

National Board (NB) of AI Nepal
